Lead and Copper
Rule Revisions

In 2021, the U.S. Environmental Protection Agency (EPA) introduced the Lead and Copper Rule Revisions (LCRR). The LCRR requires water systems nationwide to create an inventory of service lines for the first time and make this information publicly accessible. Additionally, the LCRR includes updated water testing processes and improved communication with the public, all aimed at enhancing protections against lead exposure in drinking water.

Our commitment to water quality ensures that the water leaving our treatment facilities consistently meets the highest standards. The City of Naples has diligently followed federal regulations by conducting lead testing since 1992 and Florida banned the use of lead in water service line construction in 1977. As such, it is unlikely that any lead service lines will be found in our water system and our customers should be assured that lead in drinking water is not a public health concern in the City.

Recognizing the significance of complying with federal regulations, however, we’ve implemented a dedicated program to identify outdated infrastructure within our water system. Our objective is to achieve compliance with the EPA deadline of Oct. 16, 2024.

​The Water Service Line Inventory Program is actively working to comply with the LCRR by conducting a comprehensive inventory of all water pipes within the City of Naples service area. Once completed, the inventory will be accessible on the program website. Although Florida has not permitted the use of lead as a piping material since 1977, there are still properties listed as having service lines made of an unknown material.

To that end, this website features valuable resources, including FAQs and survey instructions, to keep our customers informed maintain transparent channels of communication.  

What is a Service Line? 

A service line is the pipe that runs underground from the water main in the street directly to your home, usually seen outside at the hose bib. The City of Naples owns and maintains all water main and related infrastructure up to about your property line. Property owners are responsible for the pipes from the water meter to the home.
